In my experience it is not just the bit rate but the file format as well. Keep the screen resolution low, say 1280 x 720 or similar and only import MP4 or WMV files. It may be the decoder but it could also be how fast can the file be refreshed in the system and GPU ram. An overall bit rate of under 30Mb/s normally works for me. The ability to use a scroll wheel would also be nice or drag the cursor and hear the audio but I suppose different people have different work flows. Video editors probably produce more lag than DAWS. At least mine does.
