I know you said you're not interested in cloud / off-premises sync, but here's what I do, for working between a couple PCs :)

I've got everything synced through OneDrive (I have an Office subscription, so get 1TB storage free, for each of up to 5 users, not gonna run out of space any time soon there). I stick all my projects in there, the Mixcraft project files seem to store absolute paths for all the media, but is able to resolve them pretty well when opening it on another PC that might have the filesystem mapped out differently (if absolute path doesn't work, seems to search outwards from the project directory). Can slow down project load a bit, but after saving it should open quicker until the next time you switch to the other PC.

Also on OneDrive I've got a folder with as many VSTs as I'm able to put. As much as possible I try to limit my plugins to things that can be copied standalone, don't dump files in other random places, don't require additional licensing steps. There are some exceptions, where I might need to install or set up licenses, and for those I just include the installers in my synced folder and hope I don't need to update them.

I could just add that synced folder to Mixcraft's plugin path list, but instead I have a batch script that creates a hardlink from whatever the default VST folders are (C:\Program Files\Common\VST3 or something, and something else for VST2), into that folder (I put VST3s in one subfolder, VST2 in another, not sure if it really matters). The script can also hardlink out folders for Mixcraft effect presets, drum maps, etc so it's a single thing to run to get as much stuff setup as possible.

If you don't want OneDrive (or Google Drive, iCloud, Dropbox, etc), you could set up a NAS at home, probably install some cloud sync server through that -- I have a QNAP NAS, which provides a OneDrive-like sync program, except that it's all on my own storage instead of some magic cloud land. But since I've got OneDrive, I just use that :)
